How the waterfall math works
Provider 1 attempts every record. For each stage, usable records equal attempted records multiplied by coverage and verification. The next provider attempts the records that still lack a usable result. Stage cost equals attempts multiplied by cost per attempt.
Marginal yield divides the usable records added at one stage by the original list size. Blended cost per usable record divides total attempt cost by all usable records returned. A stage with zero usable records has no unit cost because dividing by zero would create a false number.
Use activation quality as the standard
A returned email or phone number has little value if your team cannot use it safely. Set verification to the share that passes your actual rules: valid format, acceptable provenance, current role and any channel-specific check you require.
